Evaluation of the Masterplan Solarcity Berlin

Berlin’s Masterplan Solarcity was adopted by the Berlin Senate in 2020 with the aim of accelerating solar expansion in Berlin so that photovoltaic systems with a total output of 4,400 megawatts peak are installed as quickly as possible. To this end, a catalog of 27 measures  in 9 fields of action was adopted, which will be implemented by the Senate Department for Economics, Energy and Public Enterprises. The evaluation of the Masterplan Solarcity  carried out by Arepo for the period from March 2020 to May 2023. It includes a target-performance control and an impact assessment. The target-performance control is based on a target-performance comparison of the implementation of measures. For the impact assessment, the Theory of No Change was used for a barrier analysis of the relevant stakeholder groups.
