UNDP’s Support to Energy Access and Transition

PROJECT BACKGROUND

This evaluation is the first comprehensive attempt to gather and analyse evidence about the contribution of UNDP to energy access and transition. Presented to the Executive Board at the first regular session of 2022, it aims to provide UNDP Management and programme stakeholders with an independent assessment of the effectiveness of UNDP work in the area in the period 2018-21. The evaluation promotes accountability by assessing to what extent UNDP’s energy objectives are being met and whether the organization’s interventions remain relevant to the global efforts to meet the Sustainable Development Goal (SDG) 7 to ‘Ensure access to affordable, reliable, sustainable and modern energy for all’.

TYPE AND SCOPE OF SERVICES

Arepo provided strategic guidance for the design and implementation of the evaluation, besides contributing chapters such as the “De-risking Renewable Energy Investments” (DREI) framework. Moreover, Arepo provided research assistance to external evaluation consultants, making use of – among others – NVivo, an innovative tool to conduct large-scale quantitative analysis of reports, interviews and other text-based documents.
