Mid-term evaluation of the IKI project “Supporting the Implementation of NDCs in the Caribbean“ – Sustainable transport and climate resilience

Background

The IKI Secretariat has commissioned Arepo to conduct the mid-term evaluation of the project “Supporting the Implementation of NDCs in the Caribbean – Transforming the Transport and Energy Sectors towards a Low-Carbon and Climate-Resilient Future (NDC-TEC).” The project aims to support Caribbean countries in formulating ambitious climate targets and advancing a transport transition based on electric mobility and renewable energy. Pilot measures on electric mobility are being implemented in Saint Lucia, Grenada, and Jamaica. In addition, the project strengthens relevant stakeholders through capacity-building measures and improves access to investments in electric mobility.

Tasks

Arepo conducts the evaluation in accordance with the OECD-DAC criteria. Data collection includes the analysis of project documents and supplementary research, the reconstruction of the Theory of Change, the conduct of stakeholder interviews, and an online survey among political partners. In addition, site visits take place in Saint Lucia and Grenada, during which the pilot measures are reviewed. Based on the data analysis, Arepo formulates concrete, evidence-based recommendations.
