Background
The Global Energy Transition Programme (GET.pro) is a European multi-donor platform that promotes the implementation of international energy and climate goals. GET.pro was founded in 2018 by the European Union and the European countries Germany, Norway, the Netherlands, Sweden, and Austria. The program offers clearly defined and complementary instruments with a focus on the private and public sectors. On the one hand, GET.invest mobilizes private investment in clean energy. On the other hand, GET.transform supports public partners in promoting their energy transition. In addition, GET.pro promotes strategic policy dialogue, for example by hosting the secretariat of the Africa-EU Energy Partnership (AEEP).
Tasks
Arepo evaluates GET.pro at both the program and instrument levels according to the OECD-DAC criteria using a mixed-methodsapproach. The data collection includes extensive document research, a large number of online stakeholder interviews, and on-site visits to Eswatini, Mozambique, and Namibia. In parallel, Arepo assesses the operationalization of the financial closes achieved by GET.invest and tracks the materialization of associated development impacts. After completion of the evaluation, Arepo provides targeted support for the implementation of the evaluation recommendations. Arepo is conducting the evaluation together with a team of African experts.
