Project Background
Arepo was commissioned by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to evaluate the project “Sustainable Energy and Energy Efficiency for Climate Protection (SustainE4Climate)”. The GIZ project aims to improve the institutional and legal framework for the use of renewable energy and energy efficiency solutions in Ghana. The project uses a multi-level approach to build the capacity of public and private actors in the areas of renewable energy and energy efficiency through technical, organizational and process-related advice and strategic capacity development. Among other things, it advises the responsible ministry and its subordinate authorities on medium- and long-term planning in the electricity sector and supports the employees of the state energy supply companies through technical, organizational and process-related advice and strategic skills development. The project also focuses on vocational training in the field of renewable energies and energy efficiency, including climate and environmentally friendly air conditioning and cooling systems.
Tasks
The evaluation is an ex-post evaluation that is carried out between May 2024 and April 2025. The primary aim is to review the project’s design, its impact and the quality of its implementation. To this end, Arepo carries out a detailed analysis in accordance with the OECD-DAC criteria. A significant part of this evaluation is also linked to on-site research in Ghana.
