Evaluation of the Berlin Energy and Climate Protection Programme (BEK) 2030 for the implementation period 2017-2021

PROJECT BACKGROUND

As part of the project “Berlin Energy and Climate Protection Programme 2030 for the implementation period 2017-2021: Preparation of a detailed concept for evaluation with subsequent programme and measure evaluation”, the Senate Department for the Environment, Transport and Climate Protection (Senatsverwaltung für Umwelt, Verkehr und Klimaschutz, SENUVK) Berlin commissioned Arepo GmbH to evaluate the Berlin Energy and Climate Protection Programme (Berliner Energie- und Klimaschutzprogramm, BEK) 2030. The goal of the state Berlin is to reduce the total amount of CO2 emissions by at least 60% compared to 1990. The BEK 2030 is the central instrument, in which the strategies and measures in the field of climate protection and climate change impact adaptation are described. The evaluation is carried out in close coordination with the SENUVK.

TYPE AND SCOPE OF SERVICES

The aim of the project was to record and assess the processes and effects triggered by the BEK 2030, on the basis of a comprehensive evaluation of the measures initiated between 2017 and 2021. In a further step, proposals for the further development of the programme were made. Arepo developed a detailed concept for the implementation of the project.

On 15 September 2021, Dr. Christine Wörlen presented the most important findings of the evaluation at the kick-off conference on citizen participation for the BEK 2030.
