Accompanying evaluation of the “energy solutions – made in Germany” initiative of the German Federal Ministry for Economic Affairs and Energy in the period from 2019 to 2021

Project Background

The energy solutions – made in Germany initiative of the Federal Ministry for Economic Affairs and Energy (BMWi) supports German suppliers of climate-friendly energy solutions (technologies and services) when entering the market abroad. The services are aimed primarily at small and medium-sized enterprises (SMEs) and cover all phases of a company’s market development, from first information and market exploration to market entry. The initiative comprises four main programs, which in turn build on information measures: the business travel program of the German Foreign Chambers of Commerce (AHKs), the dena-Renewable-Energy-Solutions-Program (dena-RES), the Project Development Program (PEP) and the pilot program for consortium projects.

Type and scope of services

The aim of the contract is to analyze and demonstrate comprehensibly the achievement of objectives as well as the direct interdependencies between the three main support measures of the initiative, the pilot project for consortium formation and the (economic) success of the participating companies within the framework of a qualitatively and quantitatively oriented, accompanying evaluation. Arepo cooperates with Deloitte GmbH for this contract. The evaluation is conducted following the criteria of the Federal Budgetary Regulations (“Bundeshaushaltsordnung” BHO §7). Arepo leads the overall evaluation project. In addition, Arepo conducts the evaluation of the AHK business travel program and the pilot project for consortium formation and leads a sector survey.
