The inception report includes an evaluation communications and dissemination plan to enhance its learning and accountability purposes. It served to guide communications around the evaluation and the evaluation findings in particular. It was revisited and harmonised with the Ci-Dev knowledge management strategy when this was prepared. The work-plan for the evaluation, for the baseline and the first formative evaluation particularly, are set out in the final section of the report.
