The legislator provides for exemptions or reductions for the energy-intensive industry with regard to eco-tax, grid charges, EEG levy and emissions trading. The study “Exemption of energy intensive industries in Germany from energy fees” commissioned by the Rosa Luxemburg Foundation and carried out by Arepo assessed for the first time the total scope of all relief measures for the years 2010 to 2012 and considered the distribution policy effects.
