Central Project Evaluation of the project IGEN Energy transition with distribution companies (DISCOMs), India

Project background

Arepo was commissioned by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) with the central project evaluation of the project “IGEN Energy transition with distribution companies (DISCOMs), India,” which was a project under the umbrella of the Indo-German Energy Programme implemented on behalf of the Federal Ministry of Economic Cooperation and Development (BMZ). In cooperation with the Ministry of Power (MoP), the TC module aimed to strengthen selected DISCOMs in data analysis, data processing, and operation and maintenance of distribution grids through the implementation of pilots and capacity building. Successful pilot measures were scaled nationwide, and results were used to improve the legal framework conditions.

Tasks

Arepo evaluated the project and carried out a detailed analysis of all six OECD-DAC criteria. In addition, during the inception phase, stakeholders relevant to the project were asked about their specific knowledge interests for the evaluation, and these questions were then addressed as part of the evaluation. This ensured that the evaluation had the greatest possible benefit for the target group. A significant part of the evaluation was linked to on-site research.
