Programme Evaluation of the EURENI

BACKGROUND

As part of the EURENI program evaluation, Arepo is evaluating the European Environmental Initiative (EURENI) according to Germany’s Federal Budget Code criteria. EURENI was launched in 2021 by the Federal Ministry for the Environment, Climate Protection, Nature Conservation, and Nuclear Safety (BMUKN). The initiative aims to strengthen close, cross-border European cooperation on environmental protection.

Since 2022, a total of up to €2.6 million in funding has been made available annually under EURENI. Non-governmental organizations, foundations, think tanks, universities, research institutes, and non-profit companies are eligible to apply.

TASKS

The aim of the programme evaluation is to assess the achievement of objectives, impact, and cost-effectiveness of the measures funded under EURENI. The evaluation is divided into the following phases: An initial phase involves sampling of projects funded by EURENI, scoping interviews, and the development of an analysis grid. Subsequently, effectiveness and impact are examined by interviews with representatives of the funded projects and by surveying the target groups of the sample projects. In the subsequent efficiency analysis, funding amounts are compared with the outputs achieved and the achievement of objectives. Finally, the evaluation team revises the programme’s theory of change and presents the final results and recommendations.
