Background
As part of the framework agreement on IKI MTEs, ZUG has commissioned Arepo GmbH to conduct a mid-term evaluation of the project “Financing Energy for Low-carbon Investment – Cities Advisory Facility Eastern Partnership and Central Asia Programme (FELICITY II)”. The project supports Ukraine, Kazakhstan, Uzbekistan, and Moldova in implementing energy efficiency-enhancing, low-carbon, and climate-resilient infrastructure projects in the building and water management sectors. The support includes paving the way for international climate financing through the EIB, policy support for improving the legal framework and enabling conditions, capacity building in project preparation skills and for financial intermediaries, networking and peer learning among relevant actors in the region, and replicable showcase projects. The target groups are policy makers and technical staff at national, regional, and local levels, financial intermediaries, municipal utilities, and the private sector in the planning, building, and construction sectors.
Tasks
Arepo has the project management for the entire project. In addition, Arepo focuses in particular on accountability, learning and project management, i.e. taking stock, providing lessons for future projects and supporting adaptive management. The evaluation focuses on the project countries Ukraine, Kazakhstan, and Uzbekistan.
