Project Background
Arepo provided an expert opinion on the proposed reform of the regulation of special tax-exemptions of energy-intensive companies (Besondere Ausgleichsregelung (BesAr)) by the German government in 2014. Based on detailed analyes of the impacts of this reform, the experts found that the priviledges are shifted within the group of companies already profiting from the exemptions, but that there is no reduction of the costs for those users that were not priviledged by then.
