BACKGROUND
Increasing energy and resource efficiency is crucial for the success of the energy transition and the decarbonization of industry. The Federal Funding Program for Energy and Resource Efficiency in the Economy (EEW), consisting of the funding guidelines “Grant and Loan” and “Funding Competition,” aims to enhance energy and resource efficiency in industry and commerce through targeted investments and to increase the share of renewable energy used for process heat generation.
Within the framework of the project, the Federal Ministry for Economic Affairs and Energy commissioned a consortium comprising Deloitte GmbH Wirtschaftsprüfungsgesellschaft and Arepo GmbH to evaluate the two funding guidelines. The objective of the evaluation is to contribute to performance monitoring in accordance with Section 7 of the Federal Budget Code (BHO) and to fulfill monitoring and reporting obligations under the National Action Plan on Energy Efficiency (NAPE) as well as the EU Energy Efficiency Directive (EED). The evaluation examines the impact, target achievement, and cost-effectiveness of the various funding modules for the reporting years 2024 and 2025. Both quantitative and qualitative data are analyzed to generate insights into the program’s effectiveness and its potential for optimization.
TASKS
Within the project, Arepo participates as a subcontractor and is primarily responsible for data collection and analysis, including the implementation and evaluation of online surveys for performance monitoring in line with BHO requirements. In doing so, Arepo contributes to assessing target achievement, program impact, and cost-effectiveness, while ensuring the overall quality of the evaluation through its scientific expertise. In addition, Arepo supports quality assurance across the entire evaluation process, drawing on its extensive experience in national energy policy evaluations.
