Evaluating the Methods Used to Measure the Impact of the Collaborative Labeling and Appliance Standards Program (CLASP)

The NGO Collaborative Labeling and Appliance Standards Program (CLASP) aims at improving the environmental and energy performance of appliances and related systems.

The research team evaluated the appropriateness and results of different scenario models used by CLASP to measure energy savings. The team provided recommendations for metrics besides CO2 and energy savings that CLASP could use to evaluate the success of its programs. Arepo also developed several tools for CLASP to understand its contribution to policy (implementation) more clearly, among others logical frameworks and theories of change. Additionally, Arepo advised CLASP on the development of M&E and knowledge management systems.
