Project Background
The German “Energiewende“ – the transformation of the energy system towards climate compatibility, safety and efficiency – has been described as a national effort of generational dimensions, a German “Apollo Project”. The German government has installed a system of monitoring and evaluation, and this paper looked at this process through the lens of Monitoring and Evaluation (M&E) traditions.
Type and scope of services
The study investigated to what degree the foundational documents could serve to define indicators and what processes were implemented. The paper described the actual M&E modalities and derived some recommendations.
