The Export Promotion Program of the Federal Ministry of Food and Agriculture (BMEL) supports the German agricultural and food industry\u2014particularly small and medium-sized enterprises (SMEs)\u2014in accessing international markets. Despite offering high-quality products, SMEs often face challenges in internationalization, such as a lack of market information, limited networks, and high market entry barriers. The program addresses these obstacles through measures such as market exploration trips, training sessions, networking events, and image campaigns. Its goals are to open up high-purchasing-power foreign markets, strengthen competitiveness, and broaden the export base. The focus lies on dynamic third countries and sustainable export promotion aimed at securing long-term success and jobs\u2014especially in rural areas. The program does not provide direct support to companies but rather funds supra-regional non-governmental organizations, such as professional and umbrella associations.<\/p>\n\n\n\n
On behalf of the BMEL, Arepo is evaluating the Export Promotion Program for the period 2021\u20132024, with a focus on goal achievement, impact, and cost-effectiveness. This includes the development and validation of an impact model as well as the implementation of a success assessment in accordance with \u00a7 7 (2) of the Federal Budget Code (BHO). Arepo analyzes the extent to which the program supports SMEs in accessing international markets and identifies existing structural or substantive barriers.
