The National Climate Initiative (NKI) was launched in 2008 and aimed to support and promote various climate protection measures in Germany. Its annual budget had increased from 80 to almost 200 million Euro, and was partially sourced from the proceeds of emissions trading. The NKI funded projects and programs that promoted climate-friendly behavior with businesses, municipalities and consumers; removed barriers to climate protection; and provided investment subsidies for a closed set of energy efficiency technologies.<\/p>\n\n\n\n
The evaluation included around 20 single projects and 5 investment subsidy programs. It consisted of a formative evaluation and an annual and cumulative impact summary over three years. The multi-million Euro project was executed by a consortium of five think tanks. Arepo\u2019s role was the overall intellectual project management and leadership. Arepo coordinated the project partners, harmonized evaluation methods, and coordinated and conducted peer review processes. The evaluation methodology was developed by Arepo and codified in an evaluation method manual. The consolidation of the results of the climate initiative\u2019s various sub-projects and sub-programs into program level results and their interpretation and presentation was one of the core tasks.
