The study gives an overview of the framework conditions for a transition towards a socially inclusive renewable energy based electricity sector in Viet Nam. While allowing economic development and increasing electricity supply – this study considers renewable energy to be the adequate tool to sustainably decarbonize the power sector. Using a series of indicators, this study assesses the readiness for an energy transition and a low carbon pathway in Viet Nam. Even though the transport and heat sections of the energy sector are relevant for greenhousegas (GHG) emissions, the analysis concentrates on the enabling environment of the electricity sector. The study evaluates to what degree Viet Nam is prepared to move towards sustainable energy, and identifies barriers that exist for a start towards an energy transition.<\/p>\n

Arepo Consult was responsible for the entire preparation of the study, including research and editing, as well as the dissemination and discussion of the results in the context of a workshop on site. The team of Arepo Consult compiled the analysis based on 31 indicators formed by 59 questions and sub questions. The indicators asses the national enabling framework in five dimensions:<\/p>\n\n\n

  1. Climate change policy<\/li>
  2. Energy policy<\/li>
  3. Electricity sector set-up<\/li>
  4. Renewable energy framework<\/li>
  5. Stakeholder inclusion<\/li><\/ol>\n\n\n\n
