Project Background <\/h3>\n\n\n\n

The RBF Facility provides financial incentives for projects in different countries against achieved results. Projects are carried out in the areas of sustainable supply with energy technologies, energy systems and energy services in developing countries. The RBF approach aims to drive the development of markets and empower market participants in order to attract private investment in more efficient production and distribution systems.
The mechanism aims to<\/p>\n\n\n\n

1. support energy service companies and technology manufacturers (and financial institutions, where possible) along a learning curve; and
2. accelerate the cost reduction for products more it than would be possible under normal market conditions, for example through the generation of economies of scale, investments in more efficient production methods, mass purchases, and mass distribution.<\/p>\n\n\n\n

It is expected that the increased availability of quality products on the market coupled with greater awareness of the improvements and the resulting word-of-mouth advertising will increase demand. The mechanism is thus intended to reduce financial barriers in the short term and reduce costs in the long term with the help of temporary incentives and the improvement of market conditions.
The aim of the RBF facility within the EnDev program is therefore <\/p>\n\n\n\n

  1. to improve access to modern energy technologies and energy services in developing countries <\/li>\n\n\n\n
  2. by promoting decentralized energy technologies and energy services <\/li>\n\n\n\n
  3. using market-based approaches.<\/li>\n<\/ol>\n\n\n\n

    Type and Scope of Services<\/h3>\n\n\n\n

    The aim of the project was to evaluate the Results-Based Financing for Low Carbon Energy Access Facility (RBFF) as part of the Energizing Development (EnDev) program according to OECD-DAC evaluation criteria for international cooperation projects. Arepo Consult evaluated 14 projects in ten countries. Cooperation partner is Particip.
