One of our core competences is the evaluation and impact analysis of national and international policies and programs. The main advisory tools are summative and formative evaluations and monitoring of energy related projects, programs and policies.
Methodologically, we follow the standards of DeGEval and – depending on the assignment – the evaluation criteria according to § 7 of the Federal Budget Code (BHO), the OECD DAC criteria, the Better Regulation Guidelines of the European Commission, the United Nations Evaluation Group (UNEG) standard or the American Evaluation Association standard. Using qualitative and quantitative analyzes, we examine investments, greenhouse gas reductions and cost-effectiveness parameters and rank the results in terms of the effectiveness and efficiency of each instrument. The insights gained from these analyzes also enable us to make sound recommendations for the further development of programs and projects to policymakers and investors.
Our services range from the analysis and delivery of partial aspects to larger evaluation projects, the coordination of large research projects and the transfer of research results. Increasingly, clients turn to us to perform meta-studies. Our repertoire of participatory primary data collection methods includes among others the conception and implementation of stakeholder surveys as well as the realization of focus groups.
